Unblocking Blended Finance in Emerging Markets: Scaling Public and Private Capital for Climate-aligned Investments

Emerging markets (EMDEs) face a significant climate finance gap, with Asia-Pacific alone seeing an estimated shortfall of USD $800 billion. Market barriers including high transaction costs, illiquidity, and underdeveloped pipelines have acted together to keep private capital scarce. Further, EMDE’s also face practical barriers, such as inconsistent or non-comparable and lack of internal capacity and expertise which make it difficult for capital providers to link KPIs to cash flows, raising greenwashing concerns and creating risk-return mismatches.<br /> <br /> Blended finance can bridge this gap and de-risk projects by improving risk-return profiles and directing private investment into high-impact sector that would otherwise seem too risky. The recent release of HKIMR’s transition finance report, Navigating the Green Shift: Opportunities and the Evolving Landscape of Transition Finance, provides us with a timely platform to examine how emerging markets can mobilize blended finance needed for credible, real economy decarbonization.<br /> <br /> As the research shows, actionable solutions involve sharing risk and building capacity. This event will focus on unlocking blended finance in emerging markets, highlighting the role of multilateral development banks in helping convert high-impact transition opportunities into bankable investments. Zambia is entering an important transition phase in the adoption of sustainability reporting, including ongoing stakeholder engagements and readiness assessments to support alignment with the International Sustainability Standards Board (“ISSB”) Standards, such as IFRS S1 and IFRS S2. In parallel, Zambia’s national Green Taxonomy was officially launched in December 2025, establishing a common reference framework for sustainable economic activities. While these initiatives are still at an early stage of implementation, they lay the institutional foundation for closer alignment with international sustainability standards and signal a growing regulatory expectation around sustainability-related disclosures.<br /> <br /> As a result, investors, regulators, and other market participants are beginning to face increased demands to build technical capacity, develop supporting systems, and prepare for effective and consistent implementation.<br /> <br /> Despite this progress, recent researches highlight significant market challenges:<br /> <br /> Framework gaps: Zambia currently lacks a standardized sustainability reporting framework, complicating consistent data collection and disclosure.<br /> <br /> Capacity constraints: Both issuers and regulators have limited internal expertise, particularly in data management, risk assessment, and reporting processes.<br /> <br /> Weak climate risk practices: Organizations have yet to systematically integrate climate risk into governance, financing, and operational decision-making.<br /> <br /> High implementation costs: Technical tools and processes are insufficient, increasing the effort required to comply.<br /> <br /> Limited ESG Data Availability: Most organizations do not collect comprehensive data or reliable data on emissions and environmental impacts suitable for reporting.<br /> <br /> With support from The ESG Exchange, this CASI Technical Assistance Programme is designed to contribute to ongoing efforts to address these challenges through a phased approach, providing practical and targeted support that may help build longer-term readiness across Zambia’s reporting ecosystem.<br /> <br /> As an initial step, this TA webinar, intended to introduce key concepts and gather feedback from participants. The webinar is also intended as an open platform for knowledge sharing, bringing together a broad range of stakeholders, including regulators and supervisors, financial institutions and investors, as well as other relevant participants with a focus in Zambia and broader Africa.

China's commitment to peak carbon emissions before 2030 and achieve carbon neutrality by 2060 necessitates an unprecedented energy transition, particularly within carbon-intensive industries (e.g., steel, cement, chemicals, and power generation). These sectors account for over 80% of the nation's industrial CO₂ emissions, yet their decarbonization faces dual challenges: breakthroughs in critical technologies (e.g., scaling green hydrogen, commercializing carbon capture) and massive financing gaps. To accelerate this transition, China is rapidly developing a transition finance ecosystem to support green and low-carbon transition of carbon-intensive industries.<br /> <br /> Although enterprises and financial institutions are increasingly developing transition plans, many fail to align with sectoral decarbonization requirements under China's dual carbon goals and the Paris Agreement. Three critical issues demand urgent resolution in scaling transition finance:<br /> <br /> 1. Sectoral Pathways: Developing science-based transition roadmaps addressing technological bottlenecks and financing needs<br /> <br /> 2. With over half of the world’s population now residing in urban areas - a figure projected to surge to 68% by 2050 - cities stand as major contributors to carbon emissions, accounting for a staggering 70% of global emissions. Urban carbon emissions and the resilience of city environments deeply influence human well-being. In recent years, Asia emerges as a pivotal player, boasting the largest concentration of “environmentally vulnerable” cities. Building on its robust infrastructure development and urban expansion, Asia has great potential to drive global climate and environmental initiatives forward.<br /> <br /> Yet, despite these urgent needs and opportunities, there exists a significant annual gap of $4-6 trillion in green investments for global climate and environmental projects. This gap is especially pronounced in emerging markets and developing economies (EMDEs), which grapple with acute financial challenges.<br /> <br /> Amidst these challenges, the need for capacity building stands out as a critical factor hindering progress. remains steadfast in its dedication. Sustainable finance markets and products: opportunities, challenges and what to expect in 2024?<br /> <br /> Headwinds such as high interest rates did not stop the rapid growth of global sustainable bond markets. In 2023, the global issuance of green, social, sustainable and sustainability-linked bonds was forecast to reach US$900 billion, growing 15% from a year before. In some emerging and developing markets with relatively lower interest rates, green loans even grew at a rate of around 30%. To better understand the main opportunities for and challenges to different markets , experts from both advanced and emerging markets will share their insights, covering various policy and regulatory initiatives, as well as important product areas such as banking, bonds and asset management. They will also provide an outlook for sustainable finance market development in 2024 and beyond.
