UNEP FI hosted a webinar on 8 July 2026, which discussed the potential impacts of China’s recently announced 15th Five-Year Plan on green finance and the green transition in China, including its Nationally Determined Contribution to the Paris Agreement – as well as its implications for the rest of the world.

Our Chairman, Dr. Ma Jun delivered the keynote speech for the session, which focussed on the goals and actions for carbon neutrality of China. The 15th Five-Year Plan period is a critical window for China’s green transformation, which lays the foundation for achieving China’s carbon neutrality targets by 2060.

Dr Ma highlighted the importance of introducing a paradigm shift from energy consumption to carbon emissions management, whilst continue to transform the energy industry via expansion of clean energy supply and upgrading existing grids and power transmissions.

Dr. Ma mentioned the development of a robust transition finance market in supporting industrial decarbonisation efforts, both at the national and local level – which are evident in the initiatives implemented and policy tools introduced by financial policymakers and regulators, including taxonomies, policy incentives, product instruments frameworks and technologies to guide and steer capital for the transition of hard-to-abate sectors.

Dr Ma shared examples of key sectors with success stories in China, including hydrogen, renewable energy and net-zero industrial parks – demonstrating projects piloted in China which could potentially be scaled in other jurisdictions. In the case of the transition finance taxonomy implemented in China, formulation of localised transition finance standards enabled the development of industries that serves the local needs and national climate goals. He also encouraged the need to build capacities for government officials and market participants to enable the continuous development of the transition finance market in China and globally.
